The Adobe Photoshop 3.0 Plug-in Development Kit for Macintosh and Windows is a cross-platform kit that includes source code, documentation and resources for developing the Macintosh, Power Macintosh and Windows environments simultaneously. The functionality of version 3.0 is opened up by allowing developers to access new features, such as layers, and takes advantage of the Windows 32S API.
While plug-ins written to the version 2.5 specification will run under version 3.0, Adobe encourages the adoption of the 3.0 standard because it is more powerful and offers additional features than the 2.5 specification.

Plug-ins written to the version 3.0 specification allow the application to read and write non-native file formats, acquire images directly from scanners or video frame devices, export images directly to hardware devices or save them in proprietary formats, and filter or modify selected portions of images. The Adobe Premiere 4.0 for Windows Plug-in Development Kit brings an open API to the Windows application for the first time. The architecture is similar to that of the Adobe Premiere for Macintosh API and should allow developers to work from a common code base when developing multi-platform plug-ins.
Using the API for Adobe Premiere software enables developers to create transitions between media clips, allows special effects to be applied to video and audio tracks, and allows developers to create export modules for converting data.

The plug-in kits are also available through the Adobe Developers Graphic Applications Plug-in Program (GAP). For an annual fee of $195 in the United States and Canada, and an annual fee of $395 outside of the United States, developers receive the plug-in kits and updates, support, a monthly newsletter and discounts on Adobe software.
